云南勐海：人才链精准“焊接”茶产业链 Menghai, Yunnan: Precise "Welding" of Talent Chain and Tea Industry Chain

　　近年来，西双版纳傣族自治州勐海县深刻把握人才作为第一资源的关键作用，通过系统构建以“人才链”精准耦合、深度赋能“茶产业链”的发展模式，为“中国普洱茶第一县”高质量发展注入强劲动能。  

　　坚持思路破题，把产业人才聚集在产业链原料前端。勐海县聚焦本土人才层级较低现实困境，以跨界协同、借智增力为破题思路，积极探索校企合作“订单式”人才培养新模式，通过将高校匹配学科链嵌入产业链，采取“实地研学＋假期实习”等教学模式，以产业调研、生产实操、专题讲座等方式为抓手，对接3所省内外高校输送100余名茶学专业学生到勐海各大茶企、茶山开展古茶树保护实践研学、实地培训，联合23名南京大学、昆明理工大学专家组成专家团队前往勐海主要茶叶产区进行现场技术指导，以优质原料助力茶产业品质提质。

　　推动模式破局，把人才载体建设在产业链生产中端。勐海县紧密结合本土企业研发能力较弱实际，积极拓宽产业人才联合培养、协同创新模式。先后与云南农业大学等省内院校合作建立“高校实践教学基地”“成果转化基地”2个育人载体，连续开展4期“科技工作者对话直播间”专题活动，与县内企业、高校共同建立从基础研究、关键核心技术攻关，到成果转化的“云南省茶叶现代化加工与高值化创新利用技术创新中心”，邀请高校茶学方面专家对茶产业生产工艺开展3次现场指导交流指导，协同推进工艺设计优化，促进产业链生产加工提质增效。

　　促进人才破圈，把复合人才培养在产业链销售末端。为顺应企业及市场对于产业链复合型人才需求，勐海县全力打通复合型人才培养渠道，成功申报引进“智慧茶产业科技特派团”，聘任中国农业科学院、湖南省农业科学院等研究所、浙江大学等高校23位专家为本土人才培养提供技术咨询，通过健全完善制度、加强人才帮带，以“茶科技”“茶产业”“茶文化”为主线，为58名电商企业、农业龙头企业、返乡大学生、农村创业青年等青年人才开展直播培训，利用电子商务平台、区块链技术、智能零售等方向，拓展销售渠道，个性化推荐产品，提高茶叶的市场覆盖面，提高销售效率，为茶产业高质量发展全程保驾护航。

In recent years, Menghai County in Xishuangbanna Dai Autonomous Prefecture has deeply grasped the key role of talent as the primary resource, and has injected strong momentum into the high-quality development of "China's first Pu'er tea county" through the systematic construction of a development model that precisely couples and deeply empowers the "tea industry chain" with the "talent chain".   

Persist in thinking and solving problems, gather industrial talents at the front end of the industrial chain raw materials. Menghai County focuses on the reality of low local talent levels and actively explores a new model of "order based" talent cultivation through cross disciplinary collaboration and leveraging intelligence to enhance capabilities. By embedding the university's matching discipline chain into the industry chain and adopting teaching modes such as "field research+holiday internship", more than 100 tea major students from three universities inside and outside the province are sent to major tea enterprises and tea mountains in Menghai for practical research and training on ancient tea tree protection. A team of 23 experts from Nanjing University and Kunming University of Science and Technology is formed to provide on-site technical guidance in the main tea production areas of Menghai, using high-quality raw materials to help improve the quality of the tea industry.

Experts provide technical guidance to tea production workshops

Promote the breakthrough of the mode and build talent carriers at the middle end of the industrial chain production. Menghai County closely integrates the weak R&D capabilities of local enterprises and actively expands the joint training and collaborative innovation models of industrial talents. We have cooperated with Yunnan Agricultural University and other provincial universities to establish two educational platforms, namely the "University Practice Teaching Base" and the "Achievement Transformation Base". We have also carried out four consecutive sessions of the "Science and Technology Worker Dialogue Live Room" special activities, and jointly established the "Yunnan Province Tea Modernization Processing and High Value Innovation and Utilization Technology Innovation Center" with enterprises and universities in the county, from basic research and key core technology breakthroughs to achievement transformation. We have invited tea experts from universities to provide on-site guidance, exchange, and guidance on the production process of the tea industry three times, jointly promoting process design optimization and improving the quality and efficiency of the industrial chain production and processing.

Promote talent breakthrough and cultivate composite talents at the end of the industrial chain sales. In order to meet the demand of enterprises and the market for composite talents in the industrial chain, Menghai County has made every effort to open up channels for the cultivation of composite talents, successfully applied for the introduction of the "Smart Tea Industry Technology Special Mission", and hired 23 experts from research institutes such as the Chinese Academy of Agricultural Sciences and Hunan Academy of Agricultural Sciences, as well as Zhejiang University and other universities to provide technical consultation for local talent cultivation. Through improving the system and strengthening talent guidance, with "tea technology", "tea industry" and "tea culture" as the main line, live training has been carried out for 58 young talents such as e-commerce enterprises, agricultural leading enterprises, returning college students, and rural entrepreneurial youth. Using e-commerce platforms, blockchain technology, intelligent retail and other directions, sales channels have been expanded, personalized product recommendations have been made, the market coverage of tea has been improved, and sales efficiency has been enhanced, To safeguard the high-quality development of the tea industry throughout the entire process.
